DOTr seeks global participants to Cebu BRT project under WB-crafted guidelines

The Department of Transportation (DOTr) has taken a significant step toward revolutionizing public transport in Cebu with its call for bids on a P4.74 billion contract for two crucial segments of the Cebu Bus Rapid Transit (BRT) Project.

The ambitious initiative aims to enhance the city’s transport infrastructure and significantly improve the commuting experience of Cebu residents and visitors alike.

For this reason, the DOTr is inviting proposals for Package 2A and Package 3A of the project. Package 2A focuses on constructing key routes from the South Road Properties (SRP) of the city to the Cebu South Bus Terminal (CSBT) and from the Capitol to IT Park, alongside a state-of-the-art bus depot. Meanwhile, Package 3A will establish essential bus stops connecting the Mambaling district to Talisay City, the SRP to Talisay, and IT Park to Talamban, along with a feeder bus terminal.

Bidding will follow the International Competitive Bidding procedures outlined by the World Bank that encourages global participation. Interested contractors may purchase bid documents for $300 or P16,800, providing them a chance to contribute to this transformative project.

The Cebu BRT, forming part of a larger P16.3 billion initiative, promises not only to enhance public transport but also to stimulate economic development.

With 13.18 kilometers of dedicated lanes and 17 strategically placed stations, the BRT will serve as a vital link through Cebu City, Talisay City, and beyond. The system is designed to provide improved job security and working conditions for public transport drivers while significantly reducing travel times, enhancing safety, and lowering environmental impact.

Once operational, the BRT is projected to serve around 60,000 passengers daily in its first year, with capacity scaling to 160,000 passengers as the service matures.

With 83 buses ready for the opening year and a planned fleet of 144 buses by 2038, the BRT is set to begin partial operations in late 2023 and achieve full functionality by mid-2025.

This project not only promises to modernize Cebu’s transit landscape but also marks a crucial step toward a sustainable and efficient urban transport system.
