The Department of Energy (DOE) is accepting renewable energy (RE) project applications via the Energy Virtual One-Stop Shop System (EVOSS) beginning 25 November, signaling a major step forward in the countyr’s renewable energy goals.
Following a five-month hiatus to revise application procedures, the DOE is optimistic the updated EVOSS platform will accelerate the approval process for developers and align projects with the latest regulatory framework. The system, which consolidates applications and permits for power generation, transmission, and distribution projects, will now include real-time updates on available RE service areas.
In a statement, Energy Undersecretary Rowena Cristina Guevara said the resumption will accelerate the nation’s renewable energy agenda, aiming for a 35 percent renewable energy share in the power mix by 2030 and 50 percent by 2040. “This marks a significant step in advancing the country’s renewable energy goals, while ensuring that future developments align with the updated regulatory framework,” she said.
A key update is the introduction of the Certificate of Authority (COA) for developers, which can now be obtained before signing an RE contract. This will allow developers to begin critical activities such as surveys and pre-feasibility studies earlier, helping them prepare for smoother project execution. The COA is valid for varying durations depending on the energy source, from one year for land-based solar to three years for offshore wind.
The revisions also simplify the process for obtaining incentives, with developers able to secure a Certificate of Registration (COR) after confirming commercial viability, accelerating the path to financial closure.
These changes are expected to promote a more dynamic, competitive renewable energy landscape in the Philippines.
