Japanese Ambassador to the Philippines Endo Kazuya, alongside Department of Science and Technology (DOST) Secretary Renato Solidum, Jr., has inaugurated the Cagayan de Oro River Basin Flood Forecasting and Warning Center in Misamis Oriental. The center is a product of Japanese grant aid, under the “Project for Improving Flood Forecasting and Warning System for Cagayan de Oro River Basin” (CDO FFWS), and aims to enhance disaster risk reduction efforts in the region.
The initiative, implemented by the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), is a significant step forward in strengthening the country’s disaster preparedness. It introduces key upgrades such as additional X-band radars, rainfall gauging stations, and an advanced telecommunication network, all designed to improve flood forecasting accuracy and ensure timely warnings for communities in Bukidnon and Misamis Oriental.
Ambassador Endo emphasized Japan’s ongoing commitment to supporting the Philippines in disaster risk reduction, stating, “Disaster risk reduction remains a key area of cooperation between our countries, and I hope this initiative will raise public awareness and encourage further investment in disaster mitigation in the Philippines.” He reaffirmed Japan’s role in fostering a disaster-resilient future for both nations, ensuring long-term collaboration in tackling pressing challenges.
Japan remains the Philippines’ top official development assistance (ODA) donor, contributing to multiple sectors such as infrastructure, flood control, environmental sustainability, and disaster preparedness. This project also reflects Japan’s dedication to the peace process in Mindanao, where ODA initiatives are actively promoting socio-economic development and regional stability. The new flood forecasting center marks yet another milestone in the enduring partnership between Japan and the Philippines.
