    NGCP cleared to recover ₱28B in past charges

    The Energy Regulatory Commission (ERC) on Monday announced that the National Grid Corporation of the Philippines (NGCP) may begin collecting up to ₱28.29 billion in transmission rate adjustments starting August this year following the regulator’s approval of the utility’s fourth rate reset and under-recovery charges from 2016 to 2022.

    ERC chairperson Monalisa Dimalanta confirmed the approved charges would span 84 months or seven years, adding an estimated ₱0.10 per kilowatt-hour (kWh) on consumer electricity bills. This consists of ₱0.0629/kWh in adjusted basic transmission charges and ₱0.0384/kWh for past under-recoveries.

    The rate reset program is critical for ensuring transmission cost reflectivity, supporting financial viability of NGCP’s operations and long-term infrastructure planning. For commercial and industrial users, the adjustment underscores the importance of energy cost forecasting in operational planning.

    An official ERC order formalizing the schedule is expected within the week.

    In a parallel move aimed at enhancing transparency in electricity procurement, the ERC also launched a new Power Supply Procurement (PSP) toolkit to assist distribution utilities and electric cooperatives in navigating the Competitive Selection Process (CSP). Available via psp-toolkit.erc.ph, the platform consolidates compliance tools, templates, and guidance to streamline CSP procedures.

    The toolkit is designed to ensure fair and competitive contracting of power supply, a key component in reducing electricity costs for end-users and improving procurement efficiency across the power sector.
