    DOE reaffirms energy stability drive for off-grid islands

    The Department of Energy (DOE) has reaffirmed its commitment to ensuring stable fuel and power supply across the country, with particular focus on off-grid and island communities. In a recent field assessment, Energy assistant secretary Mario Marasigan led an on-site evaluation in Camotes Island, Cebu, where persistent power instability is disrupting daily life and local economic activities.

    Camotes Island relies on an 8.41 MW diesel-powered supply from Camotes Island Power Generation Corp. (CAMPCOR), distributed through Camotes Electric Cooperative Inc. (Celco). However, the aging single-phase distribution infrastructure and logistical challenges in diesel delivery—especially during typhoons—have resulted in frequent outages. The DOE is now exploring hybrid renewable systems, battery storage, and grid upgrades to enhance resilience and reduce costs.

    “These islands depend heavily on diesel. When supply chains falter, the consequences are immediate and far-reaching,” Marasigan said, emphasizing the agency’s push for diversified energy sources and better fuel logistics.

    Nationally, DOE officer-in-charge Sharon Garin said that the oil sector remains broadly competitive, although signs of potential anti-competitive behavior, such as unusually low fuel prices at some stations, warrant further investigation.

    Director Rodela Romero of the DOE Oil Industry Management Bureau clarified that uniform weekly price movements are based on international benchmarks, but price competition remains evident at the retail level in certain areas.

    In a separate development, fuel retailer Caltex announced price hikes effective Friday, 10 July, its gasoline ₱0.25, diesel by ₱0.50, and kerosene by ₱0.30 higher per liter and the only oil company to announce increases for now.

    The DOE monitoring activities are expected to shape future policies aimed at strengthening energy security, promote renewables, and foster competitive fuel pricing practices.
