LNG import terminal projects completion remain on track

The development of two liquified natural gas (LNG) import terminals are seen completed this year as scheduled, according to the Department of Energy (DOE).

One other player will pursue the construction of its own LNG terminal given the newly approved notice to proceed for Samat LNG Corp. which is planning a $67 million facility in Mariveles, Bataan and join six other terminal projects still in development.

In a statement, the DOE said Linseed Field Corp. looks to complete its first integrated LNG import terminal in Ilijan, Batangas City with its commissioning set for March this year and its commercial operation by April.

The DOE said FGEN LNG Corp. and its partner, BW LNG, have scheduled the commissioning of their LNG terminal in March and its commercial operations the following June.

Also, Energy Secretary Raphael Lotilla signed Samat LNG’s NTP last January 9 requiring the enterprise to obtain regulatory permits from relevant government agencies and secure financial closing with its construction within 12 months from the date of issuance.

Samat LNG targets to begin commercial operation within the first half of 2024 at its rated import capacity of 200,000 to 400,000 tons of LNG annually.

Samat LNG will joins six other ongoing LNG terminal projects development in the country, including those being developed by Linseed Field Corp., FGEN LNG Corp., Luzon LNG Terminal Inc., Energy World Gas Operations Philippines, Inc., Shell Energy Philippines, Inc., and Vires Energy Corp.

DOE said the country’s natural gas consumption is expected to reach at least 24,263 megawatts (MW) by 2040 in the reference scenario and 18,883 MW in the clean energy scenario, from the current 2,011 MW power generation, with growth mainly driven by the displacement of coal and oil-based fuels in power generation and greater use of gas-fired power plants as sources of balancing power.

The DOE has already put in place the regulatory framework and completed its downstream natural gas development plan to guide policymakers and stakeholders for the entry of LNG in the country.
