The Department of Public Works and Highways (DPWH) is set to receive funding from the Asian Development Bank (ADB) to support major flood mitigation initiatives that address recurring flooding and enhance community resilience across the Philippines. The projects—the Central Luzon-Pampanga River Floodway Project and the Integrated Flood Resilience and Adaptation 2 (InFRA 2) Project—are aligned with the directives of President Ferdinand R. Marcos Jr. to expedite vital infrastructure improvements to combat flooding nationwide.
The InFRA 2 project, costing a total P800 million, will focus on improving flood risk management for three major river basins in Luzon, Visayas, and Mindanao. Funded through the Infrastructure Preparation and Innovation Facility (IPIF), the initiative aims to bolster flood control infrastructure, strategic risk management planning, and community-based flood resilience, benefiting over 145,700 individuals. The project highlights the Philippine government’s ongoing commitment to enhancing water management systems and disaster preparedness.
The Central Luzon-Pampanga River Floodway Project targets climate adaptation and disaster risk reduction specifically in the Pampanga River Basin, which affects around 356,000 residents in Pampanga and Bulacan. The project includes the development of a 100-year floodway channel and the utilization of the San Antonio Swamp as a returning pond, providing long-term solutions for flood mitigation. This initiative is currently in the final stages of contract preparations under a joint venture led by CTI Engineering International, in collaboration with Nippon Koei Co., Ltd., Philkoei International, Inc., and other partners.
Both projects underscore the government’s commitment to sustainable infrastructure development, emphasizing flood control and resilience against the backdrop of climate change and frequent flooding events.
