San Miguel unit snags P27-billion CBEX project

The provincial government of Cavite has granted San Miguel Holdings Inc. a 35 -year tollway concession for the development and operations of the P27 billion Cavite Batangas Expressway (CBEX) project. 

The Cavite local government unit signed on February 7 the joint venture and tollway concession agreement for the construction, financing, operation and maintenance of a 27-kilometer toll road traversing through the municipalities of Silang, Amadeo, City of Tagaytay, lndang, Mendez and Alfonso in Cavite and Nasugbu, Batangas.

The P27.01 billion estimated total project cost, including financing, will be implemented at no cost to the Cavite LGU for a concession period of 35 years.

CBEX will boost connectivity between the National Capital Region and CALABARZON, enhance the mobility of people and goods in the area while also helping mitigate road congestion.

The Cavite government and its public-private partnership selection committee did not receive a competitive proposal from other parties to challenge the San Miguel offer.

Cavite launched the competitive selection process for the CBEX project in November 2022.

Metro Pacific Tollway’s Corp. in 2018 proposed to the Department of Public Works and Highways a similar project that would also connect Cavite and Batangas through Tagaytay City.

The DPWH then granted original proponent status to MPTC for CTBEX—a 50.4-kilometer toll road connecting Cavite and Batangas, with a spur road to Tagaytay City ultimately terminating in Nasugbu with another spur road to Tuy, Batangas.

CTBEX is expected to accommodate 23,000 vehicles daily from nearby thoroughfares. Cavite and Batangas are rapidly-growing provinces that host major industrial parks, commercial districts and residential projects.

The project will start at Silang East Interchange of the Cavite-Laguna Expressway. The alignment will traverse the towns of Silang, Amadeo, Mendez, Alfonso and Tagaytay in Cavite and Nasugbu in Batangas.
