    Transport projects under PPP gain global and domestic proponents

    Two big-ticket transportation projects for implementation by the Department of Transportation have gathered significant interest from consulting firms, according to the Public-Private Partnership (PPP) Center. The PPP Center said four 

    international and national consulting firms are interested in the Manila Bay-Pasig River-Laguna Lake Ferry (MAPALLAF) Project and the NCR EDSA Busway Project and have submitted technical and financial proposals for project preparation, as a demonstration of their commitment to participate in the projects. 

    The PPP Center and the DOTr signed a technical assistance agreement (TAA) on 5 April 2023 for the provision of project preparation and transaction advisory services for the projects. 

    The project preparation activities will be undertaken with funding through the project development and monitoring facility that the PPP Center is managing. 

    The MAPALLAF Project aims to revolutionize the transportation landscape by establishing a high-capacity, high-frequency, and low carbon ferry system that will connect Manila Bay and Laguna Lake through the Pasig River.

    New ferry stations will be built and existing facilities will be improved with intermodal transfers with other transit systems and active mobility networks.Parallel to this development, the NCR EDSA Busway Project focuses on the enhancement of the EDSA busway, one of Metro Manila’s key transportation arteries.

    The NCR EDSA Busway will greatly enhance the existing EDSA Carousel. New stations will be developed and existing facilities will be enhanced to be universally accessible, gender responsive, and climate resilient. 

    The project encompasses the financing, design, construction, procurement of low-carbon buses, route planning, and operations and maintenance. 

    The consulting services for these projects include the preparation of pre-feasibility, feasibility, and assistance to the DOTr in securing necessary government approvals.
