The Department of Environment and Natural Resources (DENR) has tapped the auditing firm Isla Lipana & Co./PwC Philippines to review the systems and processes of both the Mines and Geosciences Bureau (MGB) and the Environmental Management Bureau (EMB).
Environmental Secretary Antonia Loyzaga said the recent DENR field operations management conference laid bare agency areas with gaps in their processes but have the potential for synergy.
“This will be an opportunity to actually address those gaps and to build value on the efforts done by everyone in the department,” Loyzaga said.
According to him, the DENR recognizes the need for organizational transformation in governance and risk-management as it adapts to the changing social landscape requiring a critical evaluation of the agency’s processes, compliance and opportunities for improvement.
MGB is mandated to formulate and implement policies and programs pertaining to geology and the exploration, development, conservation and utilization of mineral resources while the EMB as line bureau, formulates, supervises and implements policies and programs for the prevention and control of pollution, manage waste and assess the environment.
PwC auditors will conduct a comprehensive assessment using appropriate governance, risk management and compliance tools in the existing systems and processes of both MGB and the EMB.
The review shall also develop a five-year transformation roadmap with action plans and recommendations to strengthen the DENR towards optimal organizational performance.
PwC will also provide technical assistance to deliver the desired outcomes of strengthening the agency and its bureaus, report on the results of process diagnosis and assessment, observations on areas for improvement and an indicative five-year transformation roadmap.
