    CAB raises fuel surcharge rate in November

    The Civil Aeronautics Board (CAB) has raised the passenger and cargo fuel surcharge for November in recognition of higher operating costs of the various airlines. 

    In an advisory, the CAB said “in light of the perceived increase in average fares, vis a vis the increase in operational costs,” the fuel surcharge rate from 1 to 30 November 2023 was reset to level 7 after keeping it at level 6 for two months. 

    Under Level 7 of the  passenger fuel surcharge matrix, airlines are allowed to collect a fuel surcharge from P219 up to P739 for domestic flights and from P722.71 up to P5,373.69 for international flights.

    The CAB said the airlines are allowed to charge from P1.12 up to P3.29 per kilo as fuel surcharge on domestic flights under Level 7 and from P3.72 to P27.62 per kilo on international flights.

    “Airlines wishing to impose or collect the fuel surcharge must file its application with CAB on or before the effectivity period, with fuel surcharge rates not exceeding the above-stated level,” the CAB said.

    The airline fuel surcharge is an optional fee imposed and collected to recover fuel costs and stem losses caused by upward spikes in fuel cost.

    The fuel surcharge is not a part of the basic airfare and may be reduced or removed depending on the price of jet fuel in the market.

    The CAB suspended the imposition of fuel surcharges in all domestic and international flights in 2015 as jet fuel prices eased.
