The Department of Energy (DOE) on Sunday committed to address bidder issues citing the lack of time for proponents to submit competent bids as micro-grid service providers under the competitive selection process (MGSP-CSP) program.
DOE assistant secretary Mario Marasigan acknowledged the proponents complained they were not given enough time, data and information to submit their respective bids.
“We need to revisit practically the terms of reference because that is what the proponents follow in coming up with their proposals. So, if what is lacking is time, data and information then we have to address those,” Marasigan said.
The DOE in December completed the opening of bid proposals submitted under the first MGSP-CSP.
Of the nine pre-qualified bidders, the DOE received only six complete bid proposals, financial and technical, from the Maharlika Consortium, covering eight lots that include unserved areas in the province of Cebu, Quezon and Palawan.
The Maharlika Consortium counts Clean Power Holdings Inc. and Singapore-based firms CleanGrid Partners and WEnergy Global as members.
DOE said should the Maharlika proposal be in accordance with the terms of reference and with the Micro-Grid Systems Act and its implementing rules and regulations, then a post-qualification process will be conducted prior to rendering the notice of award seen issued by March this year.
Against this background, Marasigan said the DOE plans making the MGSP-CSP an annual event.
The MGSP-CSP aims to energize the 98 unserved and underserved areas of the country clustered into 49 lots.
The DOE said the MGSP-CSP, in collaboration and with the support and cooperation of the private sector as well as national and local government units and institutions, aims to achieve 100 percent household electrification by 2028.
