    Transport leaders score LTO chief Mendoza on continued collection of computer fees

    A transport group has sought anew the assistance of the Department of Transportation (DOTr) on the collection of computer fee by the Land Transportation Office (LTO) amid the Transportation chief’s order to stop fee collection. 

    “We have already sent a letter-complaint to Secretary (Jaime) Bautista regarding this seeming non-compliance of LTO chief Assistant Secretary Vigor Mendoza II, to his directive issued last December to stop collecting the P169 computer fee,” Jun Rustico Braga,  Federated Land Transport Organizations of the Philippines (FELTOP board director and spokesperson, said.

    FELTOP earlier hailed Bautista’s prompt action on their complaint against the collection of computer fees by the LTO for processing the renewal registration of public utility vehicles.

    The officers of FELTOP, led by its president Diolito Inosanto, and officers Namita Lorenzo and Braga, were personally entertained by Bautista in his office at the Primex Tower in Greenhills, San Juan City last December.

    The day after meeting Bautista and the FELTOP officials, Mendoza issued a memorandum order mandating all LTO regional and district offices not to process PUV transactions under the old LTO Information Technology system which entails the payment of the ₱169 computer fee. Such were to be processed instead through the Land Transportation Management System (LTMS) which does not require the payment of any computer fee.

    FELTOP filed in November last year a graft case against LTO chief Mendoza II over the alleged “anomalous” collection of the fee for processing PUV registration renewals.

    The computer fee had already been removed when the LTO, under the Duterte administration, undertook the computerization of its in-house IT system and contracted for the establishment of the Land Transportation Management System (LTMS).
