The Land Transportation Office (LTO) has embraced a management system that allows the agency to optimize efficiency in the delivery of its mandate but at least cost to taxpayers who make the operations possible.
The information technology joint venture making up the agency’s Land Transportation Management System (LTMS) said on Wednesday that workflow at the LTO has achieved efficiency levels it would not have attained were the processes executed under legacy systems.
The Dermalog joint venture said the LTMS has allowed the LTO to issue 28 million driver’s licenses, more or less 30,000 such licenses in a single day for vehicle drivers who come away satisfied by the prompt and convenient process of applying or renewing the driver’s license.
Were the 28 million licenses processed outside the LTMS, some P1.932 billion in computer fees would have been charged the driving public, the Dermalog joint venture said.
For owners of 70,000 to 80,000 motor vehicles seeking registration everyday, the motoring public would have paid between P3.123 billion to P3.245 billion in computer fees each year, it said.
The LTMS offers a full suite of services extensively used when buying a new motor vehicle, renewing motor vehicle registration or performing a miscellaneous transaction.
Likewise, insurance companies, roadworthy organizations like the private motor vehicle inspection centers (PMVICs) and motor vehicle dealers also use extensive online verification of electronic data sent from various agencies connect only to LTMS when processing a motor vehicle transaction, the joint venture said.
The joint venture company also clarified that the controversial Bugatti Chiron units flagged by Senator Raffy Tulfo were not processed under the LTMS.
“The Bugatti Chirons would not have been registered under LTMS as the robust security features of LTMS would have prevented such registration to occur,” Dermalog said.
Dermalog said the company will continue to uphold its commitment to excellence by providing state-of-the-art biometric and identification systems in the Philippines.
Berlin-based Dermalog, the Holy Family Printing Corporation, and Microgenesis Business Systems comprise the joint venture.
