Vikingland celebrates Bay Mall topping-off in Liloan, Cebu

Vikingland Corp., an affiliate of Top Line Business Development Corp., and the Municipality of Liloan, Cebu, recently celebrated the topping-off ceremony of Bay Mall, a flagship mixed-use development set to open in 2025.

The shopping mall project, a product of a successful Public-Private Partnership, is poised to become a landmark development in the region.

Located in the town center, just a short distance from the coastline, the three-story Bay Mall is built on land owned by the Municipality of Liloan. The first two floors will feature Robinsons Supermarket as its anchor tenant, along with a variety of food stations, specialty kiosks, wellness centers, clothing stores, and financial services. The third floor is dedicated to housing information technology–business process outsourcing (IT-BPO) locators, a first for the municipality, which is expected to drive local employment and foster economic growth.

Top Line president and CEO, Eugene Erik Lim, emphasized that the third floor’s IT-BPO space represents a significant milestone for Northern Cebu, offering local residents access to jobs that were traditionally limited to Cebu City. “This is a game-changer moving forward,” he said.

The Bay Mall project is part of Liloan’s strategic vision to develop its economy through collaborative public-private partnership.

As part of its synergy strategy with its affiliate companies, Top Line will interconnect the two developments of Bay Mall and the smart port of Pier 88.

“There will be free shuttle service that interconnects the two developments. If you want to shop at Bay Mall, there is a free shuttle service for those going in and out of the two developments. If you are a customer, you can enjoy going to the port and the mall and vice versa,” Lim said.
