Groundbreaking ICT programs reshape telecom and government services

The Department of Information and Communications Technology (DICT) has made significant strides in the country’s digital transformation, marked by initiatives championed by former Secretary Ivan John Uy. His efforts, particularly in digital identity, e-governance, and broadband infrastructure, have left a lasting impact on the country’s ICT landscape.

One of Uy’s landmark programs is the rollout of the Digital National ID, which has revolutionized access to government services. Under his leadership, 84 million digital IDs were generated, streamlining transactions across government agencies, banks, and financial institutions. By February 2025, over 100 million transactions had been processed using the ID, making government services more efficient and reducing reliance on physical documentation.

“The Digital National ID is the foundation of a truly digital government,” said DICT undersecretary David Almirol Jr., highlighting its role in reducing red tape and fostering trust in governance.

Another major initiative is the eGovPH Super App, which consolidates multiple government services into one platform. With 11 million users and 120 million recorded use cases, the app offers a seamless interface for services from agencies like the Department of Health (DOH), PhilHealth, and the Land Transportation Office (LTO). New features such as eJobs, eHealth, and AI capabilities further enhance the app’s usefulness, making public services more accessible to Filipinos.

Under Uy, the National Fiber Backbone initiative was also launched, aiming to boost broadband connectivity across the country. The first phase of this project is expected to improve internet speeds and reliability by mid-2025, benefiting provinces, government offices, and data centers.

Uy’s implementation of the E-Government Data Exchange Platform (eGovDX), which has facilitated over 440 million transactions since its 2023 launch, is another significant achievement. The platform reduces redundancies, streamlines document submissions, and lowers government costs by promoting data interoperability.

“These initiatives are reshaping how Filipinos interact with the government, making services more efficient, accessible, and cost-effective,” Almirol said.

Through these programs, Uy’s legacy in digital governance continues to push the Philippines toward a more connected, efficient, and transparent future.
