The Philippine Statistics Authority (PSA) has partnered with GCash, the mobile wallet service operated by G-Xchange, Inc., to integrate National ID registration with digital financial services—an initiative aimed at advancing financial inclusion in underserved areas.
Under the agreement, dubbed a co-location initiative, PSA’s mobile registration centers—PhilSys-On-Wheels— now serve as “one-stop shops” where individuals can register for their National ID and open fully verified GCash accounts in a single visit. This collaboration eliminates a key barrier to digital financial access: identity verification, which has long hindered onboarding in the formal financial sector.
“This co-location initiative with PSA aligns with our shared goal of extending financial inclusion to underserved communities,” said G-Xchange president and CEO Oscar Enrico Reyes Jr. He noted that over 56 percent of GCash users already use their National ID for verification, signaling growing adoption of digital identity.
The partnership enables instant access to financial tools such as savings accounts, credit, insurance, and digital payments—critical services for those previously excluded from traditional banking. According to PSA undersecretary and national statistician Dennis Mapa, this public-private collaboration is designed to deliver scalable impact, particularly in remote and marginalized areas where mobile and maritime deployment of services is planned.
“This memorandum of agreement is more than a formal document—it is a clear demonstration of how collaboration between the government and the private sector can generate meaningful impact,” Mapa said.
With GCash’s digital know-your-customer (KYC) capabilities and PSA’s mobile registration infrastructure, the initiative strengthens digital identity adoption while expanding financial service delivery—key pillars in the Philippines’ push for inclusive economic growth.
