PetroEnergy Resources Corp. (PERC), through its affiliate Buhawind Energy Northern Luzon Corp. (BENLC), has secured government approval for its offshore wind initiatives, marking a significant step in the country’s renewable energy development.
The Department of Energy (DOE) has awarded a Certificate of Energy Project of National Significance (CEPNS) to BENLC’s 2,000 MW Northern Luzon Offshore Wind Project—along with two other offshore ventures under the Buhawind Energy platform: the 1,000 MW Northern Mindoro and around 1,000 MW East Panay projects. The CEPNS designation entitles projects to preferential permitting processes across government agencies, accelerating timelines for implementation.
“These approvals are essential to fast-track the full permitting of our priority Northern Luzon offshore wind project,” said Louie Mark Limcolioc, corporate and legal affairs head at BENLC. He said that under DOE guidelines, other agencies must presume inter-agency concurrence once a CEPNS is issued.
In addition to the CEPNS, BENLC obtained a Certificate of Registration from the Bureau of Customs, allowing it to import materials and equipment necessary for its offshore wind development.
The approvals signal stronger government backing for large-scale renewable projects, aligning with national goals to enhance energy security and attract green investment. PERC, through its subsidiaries, is also advancing solar and geothermal assets across the country.
