NEA taps Spanish firm for Camiguin-Mindanao submarine cable study

The National Electrification Administration (NEA) has commissioned Spanish engineering consultancy Osprel SL to conduct a feasibility study for a proposed submarine power cable linking Camiguin island to the Mindanao grid.

The NEA said that the agreement, worth $1.03 million, was signed by NEA administrator Antonio Mariano Almeda and Osprel SL CEO Maria Inmaculada Blázquez Garcia. The study is set for completion in 16 months, or by September 2026.

The project, which will assess electrical, bathymetric, meteorological, and environmental factors, is aimed at enhancing the reliability of power supply in Camiguin, a small island province currently served by a single cooperative utility.

NEA said the study will result in a detailed technical plan for an optimized 69-kilovolt submarine cable—expected to replace the aging 13.2 kV line and reduce system losses and electricity costs.

Department of Energy (DOE) assistant secretary Mylene Capongcol said the study will be funded by the Spanish government through its Fondo para la Internacionalización de la Empresa grant facility. She said the project is a strategic milestone for improving energy infrastructure and advancing renewable energy development in remote areas.

“This invaluable support not only strengthens our bilateral ties but also ensures that no Filipino community is left behind in our just and inclusive energy transition,” Capongcol said.
