The Department of Education (DepEd) refuted claims of an “automatic pass” policy, acknowledging that inherited systems might pressure schools to promote students despite learning gaps. Secretary Sonny Angara stressed that promotion should be based on demonstrated learning, not pass rates.
DepEd is undertaking a major policy review to reform learner assessments, remediation, and promotion standards. Clearer standards and better support for struggling learners will be implemented. Teacher evaluations will also broaden beyond just pass rates.
This move aligns with President Marcos Jr.’s directive to improve basic education, especially literacy and numeracy. World Bank data shows 9 in 10 Filipino children struggle with reading. DepEd aims for real, measurable learning, shifting away from a focus on mere completion. “Promotion should be earned through real learning,” Angara stressed.
