DOTr cancels Common Station contract over long delays

The Department of Transportation (DOTr) has terminated its contract with the BFC-FDSC Consortium—comprising BF Corp. and Foresight Development and Surveying Co.—due to excessive delays in the construction of the Unified Grand Central Station, also known as the Common Station.

The cancellation comes as part of President Ferdinand Marcos Jr.’s directive to accelerate the completion of the long-delayed transit hub, which has been under development since 2009. The Common Station is designed to link four major railway lines: LRT-1, MRT-3, MRT-7, and the upcoming Metro Manila Subway.

Transportation Secretary Vince Dizon said the delays have deprived commuters of a potentially transformative transport solution. “Now that we have terminated the contract with BF Corp. and Foresight Development and Surveying Co., we can finally move on with the construction,” Dizon said. “The next step is to expedite its construction so that commuters can benefit from it because it is a big deal for them.”

Founded by the late Marikina Mayor Bayani Fernando, the consortium had been awarded the P2.8 billion project that includes a 13,700-square-meter concourse area. Once completed, the Common Station is expected to serve approximately 478,000 passengers daily.

Dizon vowed to fast-track the project using mechanisms under the New Government Procurement Act or the Public-Private Partnership (PPP) Code.
