    Globally-backed MRT-4 Project moves forward with international consultancy market call

    The Department of Transportation (DOTr) is inviting both local and international consultancy firms to participate in a market engagement conference for the project management consultancy (PMC) services of the highly-anticipated Metro Rail Transit Line 4 (MRT-4) Project, marking a significant step in the commercial rollout of one of the Philippines’ flagship mass transit initiatives.

    Scheduled for June 4, 2025 at 2:30 p.m. at EDSA Shangri-La Manila, the event is co-organized with the Asian Development Bank (ADB) and the Asian Infrastructure Investment Bank (AIIB), underscoring the project’s broad international backing and regional development significance.

    The conference seeks to gauge interest from potential consultancy partners and outline the scope of PMC services, a critical role in the delivery of the ₱59.3-billion infrastructure project. The DOTr emphasized the conference as a platform for firms to align with the project’s goals and submit competitive proposals for management oversight during construction and commissioning.

    The Philippine government is currently negotiating a USD1-billion loan from the ADB to finance the MRT-4, a fully-elevated, 15.56-kilometer railway designed to provide rapid, reliable, and inclusive mass transit along the Ortigas corridor — from San Juan City to Taytay, Rizal. Once operational, the line is expected to drastically reduce travel times from 1 to 3 hours by road to under 30 minutes by rail, according to the ADB.

    Featuring 11 stations and provisions for two additional ones, MRT-4 is projected to serve over 328,000 daily passengers by 2030, easing congestion in Mandaluyong, San Juan, Quezon City, Pasig, and the municipalities of Cainta and Taytay. With trains capable of reaching 80 km/h, the system will address capacity shortfalls in one of the metro’s most congested corridors.

    According to the ADB, the MRT-4 will not only enhance transport efficiency but also “maintain high economic growth and promote inclusive urban development” in key growth areas such as Ortigas Central Business District, Pasig City, and the wider Rizal province.

    Interested parties are urged to attend the market conference, which is expected to serve as a precursor to a formal bidding process in the coming months, as the government seeks top-tier project management expertise to deliver the transformative transport infrastructure on schedule and within budget.
