Lazaro’s Appointment Affirms Strong WPS Policy Direction—Stratbase

The appointment of Ma. Theresa Lazaro as Secretary of Foreign Affairs has been welcomed as a strategic affirmation of the Philippines’ assertive foreign policy in the West Philippine Sea (WPS), according to the think tank Stratbase Institute.

Stratbase Institute president Dindo Manhit described Lazaro as a “veteran diplomat” whose track record reflects unwavering support for international law and the country’s sovereign rights, particularly in maritime disputes with China.

“Secretary Lazaro is a veteran diplomat, who has consistently advocated for the rule of law and the Philippines’ national interests,” Manhit said, citing her past roles as Undersecretary for Bilateral Relations and ASEAN Affairs and Ambassador to key foreign posts.

The institute highlighted the policy significance of Lazaro’s leadership, especially in upholding the 2016 arbitral ruling that invalidated China’s expansive nine-dash line claims and affirmed the Philippines’ sovereign rights in the WPS.

As Foreign Secretary, Lazaro is expected to sustain diplomatic efforts that promote a rules-based international order, deepen ties with like-minded partners, and reinforce the Philippines’ stance in ongoing regional maritime tensions.

“The Stratbase Institute is confident that Secretary Lazaro will continue to advance the Philippines’ national interests,” Manhit said, underscoring the timing of her appointment as “crucial” amid escalating regional challenges.
