The Department of Energy (DOE) announced it will launch the third round of the competitive selection process (CSP) for microgrid system providers (MGSPs) at the end of the month, targeting 71 lots across 167 unserved and underserved areas in the Philippines. This latest round comes with a revised regulatory framework aimed at improving transparency, efficiency, and investor appeal, following the lessons from earlier bid rounds.
Undersecretary Rowena Cristina Guevara highlighted the policy significance of the overhaul, saying that the updated implementing rules and regulations of the Microgrid Systems Act—effective since May 13—streamline permitting, define contract responsibilities more clearly, and enhance investment incentives. Notably, awarded projects will now be automatically designated as Energy Projects of National Significance, expediting regulatory clearances.
The first MGSP-CSP round saw eight lots awarded to the Maharika Consortium, expected to electrify over 3,100 households. The second round, however, failed due to a lack of bidder interest. The DOE’s revamped CSP is a response to this setback and signals a stronger push toward inclusive electrification and private sector participation.
