Lawyer Francis Lim named new SEC chairman

President Ferdinand R. Marcos Jr. has appointed lawyer Francis Edralin Lim as the new chairperson of the Securities and Exchange Commission.

Executive Secretary Lucas P. Bersamin said on Tuesday that Lim will take over from SEC Chairman Emilio Aquino, whose seven-year term ends on June 6.

Bersamin said Lim is expected to boost investor confidence and drive greater transparency, innovation, and inclusive growth in the Philippine financial sector.

A leading figure in corporate and securities law, Lim brings decades of experience to the role. He led the Philippine Stock Exchange (PSE) as president and CEO from 2004 to 2010, and currently serves as a senior partner at top law firm Angara Abello Concepcion Regala & Cruz Law Offices.

Lim also previously served as president and trustee of the Shareholders Association of the Philippines, where he pushed for stronger investor protections and better corporate governance.

“He has made lasting contributions to investor protection and market transparency through his legal practice and academic work,” Bersamin said. “His deep expertise in corporate law, governance, and capital market regulation makes him well-suited to lead the SEC.”

As SEC chairman, Lim will head the country’s principal regulatory agency for the corporate sector and capital markets, which plays a key role in protecting investors and maintaining market integrity. His appointment signals a continued focus on reform and stability in the financial system.
