The Department of Information and Communications Technology (DICT) on Monday, in response to President Ferdinand Marcos Jr.’s directive to drive inclusive digital growth, announced plans to create eight million new jobs in the digital sector by 2028. This initiative is part of the administration’s broader vision of a “Digital-First Economy,” aiming to make digital opportunities accessible to all Filipinos, including those in remote and underserved communities.
DICT undersecretary Christina Faye Condez-de Sagon emphasized the agency’s commitment to equitable digital inclusion, asserting that “every Filipino, regardless of socioeconomic status, gender, or location,” must be part of the global digital future.
If realized, digital employment would rise to 19.3 million by 2028, up from 11.3 million in 2024. This expansion is expected to significantly boost the economy, with the digital sector already contributing ₱2.05 trillion, or 8.4 percent of GDP, in 2023—marking a 7.7 percent year-on-year growth.
The sector is dominated by digital-enabling infrastructure (₱1.7 trillion), particularly telecommunications, business services, and tech manufacturing. E-commerce, while contributing 14 percent to the digital economy’s value, leads in employment with 87.3 percent of jobs.
As the DICT ramps up efforts to spread digital access and training nationwide, this job creation mandate is poised to be a major pillar of economic transformation and technological modernization in the Philippines.
