    SEC halves fees for document requests in major policy shift

    The Securities and Exchange Commission (SEC) announced Thursday cuts in regulatory fees for corporate document requests by 50 percent starting July. The reduction, detailed in SEC Memorandum Circular No. 6, Series of 2025, marks a strategic shift in pricing policy to support broader data access and reduce financial strain on businesses and the public.

    The new rates revise those set under SEC Memorandum Circular No. 10, Series of 2023, and cover both physical and digital copies of corporate filings, including articles of incorporation, general information sheets, board resolutions, and other official records.

    Under the updated structure, authenticated physical copies of documents such as by-laws or amended by-laws will now cost ₱1,000, down from ₱2,000, while plain copies are reduced to ₱750 from ₱1,500. Authenticated pages of other documents have been cut from ₱100 to ₱50 per page, and plain copies are now ₱25 per page, halved from ₱50.

    Digital copies accessed via the eSEARCH (Electronic SEC Education, Analysis, and Research Computing Hub)platform are also covered by the 50 percent reduction, with authenticated digital documents priced at ₱625, and plain copies at ₱375—down from ₱1,250 and ₱750, respectively.

    The fee adjustment reflects the SEC’s commitment to what it calls “a fair and sustainable pricing mechanism,” designed to encourage greater use of publicly available corporate data without imposing undue financial burden.

    However, the SEC clarified that fees for its API Marketplace services—which allow third-party applications to directly access corporate data—will remain unchanged at ₱10,000 for 100 API calls and ₱50,000 for 1,000 API calls.

    The move is expected to bolster corporate compliance, streamline due diligence processes, and support data-driven decision-making in both the public and private sectors.
