GSIS disburses ₱413B in loans under Ginhawa Programs

The Government Service Insurance System (GSIS) has disbursed a total of ₱413.4 billion across 1.9 million loan applications through its Ginhawa Flex and Ginhawa Lite programs, GSIS president and general manager Wick Veloso announced at a stakeholders’ dialogue held at the Sequoia Hotel Manila Bay.

The Ginhawa Flex loan, GSIS’s flagship multi-purpose loan launched in September 2023, accounts for ₱401.19 billion in disbursements across 1.44 million approved applications as of June 23, 2025. Offering up to ₱5 million per member or 14 times their monthly salary, the loan is payable over a maximum of 15 years, depending on premium contributions.

Meanwhile, the Ginhawa Lite loan, which addresses members’ short-term and emergency needs, has released ₱12.25 billion to over 408,000 members since its October 2024 launch. Both loan types offer competitive interest rates of 6–7 percent and are accessible via the GSIS Touch mobile app.

“More than disbursements, these numbers represent real relief and support for public servants,” said Veloso, emphasizing GSIS’s member-first approach and the role of stakeholder feedback in shaping services.

The dialogue also highlighted the agency’s digital transformation, with 99 percent of transactions now conducted online. Innovations such as in-app facial recognition for pensioners, Digital GSIS ID, and Digital Hubs have significantly improved efficiency and client experience.

Veloso also noted enhancements to the Ginhawa Max Loan Buyout, now requiring only a letter of intent from the agency head. With loan ceilings of up to ₱5 million or 19 times the borrower’s monthly salary, and repayment terms of up to 10 years, the program is designed to provide financial reset opportunities without service fees.

In housing, GSIS reported that over 4,000 families benefited from its Lease-With-Option-to-Buy Program, while nearly 2,000 were able to keep their homes via the Housing Accounts Remedial and Condonation Program. Additionally, more than 130,000 public school buildings are now covered under the National Indemnity Insurance Program.

The event also included recognition of agencies that made significant payments toward overdue social insurance premiums, along with expert talks and a member-focused open forum.

“We’re not just offering convenience—we’re delivering real, practical ‘Ginhawa’ to every member,” Veloso said.
