The Davao City Bulk Water Supply Project (DCBWSP), a partnership between the Davao City Water District (DCWD) and Aboitiz-led Apo Agua Infrastructura Inc., has brought clean, reliable tap water to over 14,000 additional households in the city over the past two years.
DCWD reported that new water service connections have tripled—from 8,600 in 2022 to more than 21,000 as of mid-2024—as a result of the expanded surface water supply provided by the DCBWSP. The project taps the Panigan-Tamugan River, easing pressure on groundwater sources and helping secure long-term supply for Davao’s growing population.
Service reliability has also improved significantly in previously underserved areas.
Only 90 percent of residents in Cabantian had access to 24/7 water service, while Panacan reported just 67 percent in 2022. Now, 95 percent of all DCWD customers receive continuous supply, with satisfaction rates reaching 99.6 percent overall and 99.9 percent in Cabantian and Panacan.
DCWD said the improvements were made possible by increased infrastructure investment, improved operational efficiency, and the successful public-private partnership with Apo Agua. The additional connections have reduced the reliance on water storage in homes and improved day-to-day living for many residents.
The agency also underscored the importance of protecting the Panigan-Tamugan Watershed, the project’s main source of water. Conservation and reforestation activities are ongoing to ensure the sustainability of the supply.
DCWD said it plans to continue expanding service coverage to meet growing demand across the city.
