₱11.35-B nickel mine expansion proposed in Zamboanga del Norte

Florjenmar Mining Corp. is seeking regulatory clearance to increase its annual nickel extraction from 500,000 metric tons to 5 million metric tons under its Gutalac Nickel Project in Zamboanga del Norte, according to a recent filing with the Environmental Management Bureau (EMB).

The proposed expansion, which includes enlarging the mining area across 12,200 hectares, is part of an estimated ₱11.35-billion operation set for a seven-year run. A public scoping session is scheduled for 29 July to present the project to stakeholders and gather community feedback.

Florjenmar’s expansion highlights the country’s push to maximize its mineral reserves amid growing global demand for nickel, a critical component in batteries and clean energy technologies. The company plans to use strip and contour mining methods with phased rehabilitation to mitigate environmental damage.

Despite its scale, the project has raised environmental concerns due to its proximity to water sources and potential impact on biodiversity. The EMB filing highlights mitigation strategies, including multiple mining pits, progressive land rehabilitation, and dust control measures using water sourced from nearby creeks.

On the corporate front, the project promises to generate employment for approximately 1,500 workers and boost local tax revenue. Additional community benefits include livelihood programs, healthcare support, and skills training.

Power for the mine will initially come from generators during construction, with future operations powered by the Zamboanga del Norte Electric Cooperative. Potable water will be sourced from local suppliers, although groundwater remains an option.
