President Ferdinand “Bongbong” Marcos Jr. and House Speaker Ferdinand Martin G. Romualdez posted gains in public trust and performance ratings, while Vice President Sara Duterte and Senate President Chiz Escudero saw significant declines, according to OCTA Research’s 2nd Quarter 2025 “Tugon ng Masa” (TNM) survey.
The face-to-face poll, conducted from July 12 to 17 among 1,200 adult Filipinos, showed Marcos’s trust rating rose by 4 points to 64%, while his performance rating climbed to 62%, reversing a downward trend observed since late 2024.
“These improvements suggest a renewed confidence in the President’s leadership,” said OCTA, noting trust gains were recorded across all major regions, particularly in Metro Manila (+8 points).
Speaker Romualdez also improved, with trust rising 3 points to 57% and performance up 4 points to 59%. His approval rating saw increases across regions and socioeconomic classes. “This is a strong, broad-based recovery,” OCTA said.
In contrast, Vice President Duterte’s trust rating dropped to 54% (–4 points), and her performance rating fell to 50% (–6 points). The decline was sharpest in Balance Luzon and among Class D and E respondents.
Senate President Escudero’s trust and performance ratings each fell 4 points to 51% and 49%, respectively. His biggest losses were recorded in NCR and Balance Luzon. However, he gained support in Mindanao, where his performance jumped by 17 points.
Despite divergent trends, all four officials maintained majority or near-majority support, with trust and approval ratings at or above 50%.
The TNM survey carries a ±3% national margin of error. Regional margins are ±6%.
The OCTA report comes amid a politically charged environment, with Congress in session and calls for transparency and economic reform gaining traction. Analysts say the ratings reflect evolving public sentiment in the lead-up to crucial budget deliberations and post-SONA policymaking.
“These results provide valuable insights for national leaders as they respond to pressing economic and governance challenges,” OCTA said.
