Philippine Airlines (PAL) will begin transferring select domestic turboprop routes from Manila’s Ninoy Aquino International Airport (NAIA) to Clark International Airport (CRK) and Mactan-Cebu International Airport (CEB) starting 26 October 2025, in compliance with a government mandate to reduce turboprop operations at NAIA.
Under the new network alignment, PAL will enhance connectivity from Clark and Cebu, positioning both airports as stronger domestic hubs. Key changes include:
Clark–Busuanga and Clark–Basco flights will increase to twice daily, while Clark–Siargao remains daily.
Cebu–Busuanga and Cebu–Siargao routes will expand to three flights daily.
A new Cebu–Calbayog route will launch with four weekly flights, replacing the current Manila–Calbayog service.
Although some turboprop flights from Manila will be scaled down, daily flights to Siargao and Busuanga (Coron) will remain, alongside continued services to Antique (3x weekly) and Catarman (4x weekly), preserving key links for Metro Manila travelers and international passengers transiting via NAIA.
“This network realignment allows us to serve our passengers more efficiently,” said PAL executive vice president and COO Carlos Luis Fernandez. “By strengthening Cebu and Clark as alternative hubs, we are building a more reliable and sustainable domestic network for the long term.”
The realignment follows the government’s initiative to ease congestion at NAIA, which began in March 2025 with a 30 percent reduction in turboprop flights.
PAL assures passengers of timely updates and assistance during the transition, working in coordination with aviation authorities and local government units.
