ERC proposes policy reforms to expedite 5,000-case backlog

The Energy Regulatory Commission (ERC) is proposing key internal policy adjustments aimed at accelerating the resolution of approximately 5,000 pending cases, some dating back to the agency’s founding in 2001.

ERC chairman Francis Saturnino Juan announced Thursday that the commission will hold open meetings to promote transparency while streamlining case handling. Each of the five commissioners will oversee specific service areas to ensure timely action on all cases, including those involving rate resets, capital expenditure applications, and approvals of power supply agreements.

“The ERC means business,” Juan said, citing the structured oversight approach as a strategic shift in the commission’s operational priorities.

Commissioner Floresinda Digal highlighted the necessity of creating an accurate and regularly updated case inventory to help the current commission work efficiently in eliminating longstanding backlogs.

The ERC’s proposed changes reflect a broader commitment to corporate governance and regulatory accountability in the energy sector.
