Fuel surcharge unchanged for September, easing travel costs amid holiday planning

The Civil Aeronautics Board (CAB) has announced that airline fuel surcharges will remain unchanged for September, maintaining Level 4 rates for both domestic and international flights. The decision is expected to support stable airfare prices during the early holiday travel season.

In its latest advisory, CAB confirmed that from 1 to 30 September, the fuel surcharge for domestic flights will stay between ₱117 and ₱342, depending on distance. For international routes, surcharges will range from ₱385.70 to ₱2,867.82. Cargo fuel surcharges also remain steady, from ₱0.60 to ₱1.76 per kilogram for domestic and ₱1.98 to ₱14.74 per kilogram for international shipments.

Airlines must still apply to CAB if they plan to impose surcharges, and rates cannot exceed the approved Level 4 ceilings.

The unchanged surcharge level comes as jet fuel prices continue to decline. According to the International Air Transport Association (IATA), jet fuel averaged US$86.35 per barrel as of August 15, 2025 — down 6.8 percent from the previous month and 12.8 percent year-on-year.

AirAsia Philippines welcomed the announcement, noting its positive impact on travel planning. “The fuel surcharge retention comes at the perfect time as more people start planning their ‘ber months’ and holiday trips,” said Steve Dailisan, head of Communications and Corporate Affairs. He added that the savings allow travelers to prioritize more meaningful experiences.

To complement the stable surcharges, AirAsia is offering promotional fares starting at ₱207 one-way until the end of August, with more seat sales expected in the coming months.

The move is seen as a boost to domestic tourism and holiday travel, providing travelers with more affordable and predictable airfare options.
