The Department of Information and Communications Technology (DICT) announced on Sunday that it will spearhead the drafting of the implementing rules and regulations (IRR) for the newly enacted Konektadong Pinoy Act, a landmark law aimed at delivering universal, reliable, and affordable internet access to all Filipinos.
The measure officially lapsed into law on 24 August 2025 and mandates the finalization of its IRR within 90 days.
DICT Secretary Henry Aguda emphasized the law’s broader impact, stating, “The Konektadong Pinoy Act is not just about building networks; it’s about building opportunities for every Filipino.”
Aguda confirmed that the DICT will immediately convene stakeholders to begin the IRR drafting process, in coordination with the Department of Development (DepDev) as co-lead agency.
“By making internet access truly universal, we are creating a foundation for better education, e-commerce growth, accessible government services, and stronger communities,” he added.
Reiterating the administration’s push for digital inclusion, Aguda said, “The President’s vision is clear: no Filipino should be left behind in the digital age.”
DICT also affirmed its full commitment to working with all partners and sectors to ensure that the law’s implementation will be inclusive and deliver real, tangible benefits to the Filipino people as soon as possible.
