The Department of Transportation (DOTr) and the Department of Budget and Management (DBM) have signed an agreement to enhance the monitoring and evaluation of major transport infrastructure projects through citizen participation and digital technology.
The initiative is part of President Ferdinand Marcos Jr.’s directive to involve the public in reporting and validating government projects. Transportation Secretary Vince Dizon emphasized the importance of public feedback to ensure projects benefit commuters.
The collaboration will be implemented under the Digital Information for Monitoring and Evaluation (DIME) Project, which uses satellite imagery, drones, and geotagging to track infrastructure progress. It also enables a tech-enabled, participatory reporting system to validate project outcomes.
Under the agreement, the DOTr will provide DBM with comprehensive data on transport projects, including location, progress, timelines, environmental impact, and social safeguards.
The signing was also attended by Budget Secretary Amenah Pangandaman, Information Secretary Henry Aguda, MMDA Chair Romando Artes, and Pasay City Mayor Emi Calixto-Rubiano.
