Senior Japanese and Philippine officials held high-level discussions on the progress and future direction of key infrastructure and development cooperation projects under Japan’s Official Development Assistance (ODA) program during a visit by the Japan International Cooperation Agency (JICA) Parliamentary League to the Philippines.
Led by chairperson and Japanese House of Representatives member OBUCHI Yuko, the JICA Parliamentary League met with top Philippine government representatives, including Department of Transportation (DOTr) Secretary Vivencio B. Dizon, Department of Public Works and Highways (DPWH) Undersecretary Emil K. Sadain, and other senior officials from the Department of Economy, Planning, and Development (DEPDev), Department of Budget and Management (DBM), and the Philippine Coast Guard (PCG).
The discussions focused on ongoing ODA-funded projects such as the Davao City Bypass, Metro Manila Subway Project, and North–South Commuter Railway, along with support for flood control systems, LRT expansion, and maritime security initiatives, including the provision of patrol vessels. Philippine officials emphasized the socioeconomic impact of these projects and expressed deep appreciation for Japan’s consistent support.
OBUCHI reaffirmed Japan’s view of the Philippines as a key strategic partner, citing shared democratic values amid shifting global dynamics. She noted the importance of strengthening bilateral ties and praised the Philippines’ role in maintaining regional stability through infrastructure and capacity-building efforts.
The meeting also recognized the contributions of JICA’s Overseas Cooperation Volunteers (JOCV), whose grassroots development work in areas such as health, education, and rural development was lauded by Philippine officials for deepening mutual understanding between the two nations.
As Japan remains the Philippines’ largest ODA partner, both sides signaled intent to further expand cooperation in the lead-up to the 70th anniversary of diplomatic normalization in 2026.
