DOE drafts compliance policy for energy firms

The Department of Energy (DOE) has released a draft policy aimed at tightening compliance among power generation companies and reinforcing energy security through the prioritization of indigenous natural gas.

The proposed Power Generation Accountability Policy, detailed in a draft circular on the DOE’s website, mandates all generation companies—whether grid-connected or off-grid—to operate only with valid permits, licenses, and certifications from relevant authorities such as the DOE and the Energy Regulatory Commission (ERC). The policy also compels companies to strictly adhere to the conditions of these authorizations and maintain operational standards aligned with regulatory and industry benchmarks.

To enforce these requirements, the DOE seeks to conduct regular audits and monitoring, with findings potentially serving as a basis for ERC investigations and penalties.

Separately, the DOE has issued Department Circular 2025-09-0013, signed by Energy Secretary Sharon Garin on September 1, mandating the prioritization of locally sourced natural gas over imported supply. The circular underscores the strategic importance of indigenous gas in enhancing national energy security, lowering transport and distribution costs, and ultimately reducing electricity prices. A special committee has been established to oversee compliance with the directive.

The twin policy moves reflect the DOE’s push for a more accountable, secure, and cost-efficient energy sector.
