    Engineers using fake licenses face LTO summons

    The Department of Transportation (DOTr) has directed the Land Transportation Office (LTO) to summon two engineers from the Department of Public Works and Highways (DPWH) for allegedly using falsified driver’s licenses to gain entry into casinos—an act revealed during a recent Senate investigation into flood control projects.

    Acting Transportation Secretary Giovanni Lopez instructed the LTO to verify the authenticity of the licenses after concerns were raised at the Senate hearing. The probe found that the names Marvin Santos De Guzman and Joseph Castro Villegas, used by the two DPWH engineers, do not match any official records in the LTO database.

    In response, the LTO has been ordered to issue show cause orders to the involved individuals and submit a formal report to the Senate Blue Ribbon Committee, chaired by Senator Rodante Marcoleta.

    The DOTr emphasized the regulatory importance of the summons, saying that the use of falsified government credentials undermines the integrity of public service. It reaffirmed its commitment to accountability and expressed full support for ongoing legislative investigations.

    This move signals a heightened enforcement stance by the DOTr and its attached agencies in addressing irregularities that may compromise public trust.
