    DPWH chief targets P5B in corruption-linked assets

    Public Works Secretary Vince Dizon has asked the Anti-Money Laundering Council (AMLC) to freeze over P474.5 million worth of luxury vehicles allegedly owned by individuals connected to anomalous flood control projects.

    Among those identified are former and dismissed Department of Public Works and Highways (DPWH) officials, including former Bulacan 1st District Engineer Henry Alcantara, and assistant engineers Brice Hernandez, Jaypee Mendoza, Ernesto Galang, and John Michael Ramos, along with contractors Pacifico and Cezarah Rowena Discaya, Sally Nicolas Santos, and Robert Tecson Imperil.

    Dizon also warned the public against purchasing the assets, saying buyers may be implicated. “Think twice… you will be implicated once you buy them,” he said.

    In a separate move, Dizon requested the AMLC to freeze nearly P5 billion worth of aircraft registered to companies linked to Ako Bicol party-list Rep. Elizaldy Co. The companies include Misibis Aviation & Development Corp. ($74.65M), Hi-Tone Construction ($7.94M), and QM Builder ($2M).

    Show-cause orders were also issued to several DPWH regional directors and engineers over alleged involvement in “ghost” or substandard projects, or for living beyond their means. These include:

    • Gerard Opulencia (NCR) – lavish lifestyle
    • Danilo Villa (Region VII) – lavish lifestyle
    • Gerald Pacanan (former RD, IV-B) – substandard projects
    • Khadaffy Tanggol (CAR) – non-cooperation with investigation
    • Brando Raya (ROWALD chief, Region VII) – lavish lifestyle
    • Isabelo Baleros (former DE, Las Piñas-Muntinlupa) – substandard projects
    • Almer Miranda (Pampanga 1st DEO) – substandard projects
    • Gil Lorenzo (La Union DEO) – substandard projects
    • Arturo Gonzales Jr. (Quezon City 1st DEO) – substandard projects
    • Johnny Protesta Jr. (Quezon City 2nd DEO) – substandard projects

    Dizon’s crackdown is part of a broader anti-corruption effort within DPWH.
