    DPWH embraces blockchain for transparent infrastructure governance

    The Blockchain Council of the Philippines (BCP) has partnered with the Department of Public Works and Highways (DPWH) to introduce the Integrity Chain, a blockchain-based platform aimed at enhancing transparency, accountability, and public trust in national infrastructure projects.

    In a Memorandum of Agreement signed on September 30, 2025, BCP president Dr. Donald Patrick Lim and DPWH secretary Vince B. Dizon committed to digitizing and securing critical project data, such as budgets, procurement processes, and construction milestones, on an immutable blockchain ledger. The platform will allow the public to access this information in real time, ensuring transparency in foreign-assisted projects funded by official development assistance (ODA).

    Secretary Dizon emphasized that the project aligns with the President’s directive for greater transparency and accountability, stressing that the private sector, academia, and civil society will be encouraged to scrutinize these projects. He added that the Integrity Chain will provide oversight at every stage, from budgeting to contract award, implementation, monitoring, and payments.

    The Integrity Chain’s public dashboard will enable citizens to track spending and progress, report anomalies, and ensure tamper-proof records to combat corruption. “For the first time, the private sector isn’t just demanding integrity—we’re building the infrastructure to deliver it,” said Dr. Lim.

    As part of the collaboration, BCP will provide a one-year complimentary subscription to the DPWH, which includes technical support, training, and full compliance with the Data Privacy Act of 2012.

    The initiative has received strong support from over 50 institutions, including business leaders, academics, civil society groups, and faith-based organizations, all of whom signed a Statement of Support for the Integrity Chain.

    The launch event, held at the Asian Institute of Management (AIM), also featured representatives from international development agencies like the Japan International Cooperation Agency (JICA), Korean Eximbank, the Asian Development Bank (ADB), and the World Bank. These agencies are key funders for the DPWH’s infrastructure projects under the “Build Better More” program, which will be the first to be recorded on the Integrity Chain.
