    TRB approves new toll rates for CAVITEX

    The Toll Regulatory Board (TRB) has approved new toll rates for the Manila-Cavite Expressway (CAVITEX), effective October 28, 2025, following petitions filed in 2020 and 2023 by CAVITEX Infrastructure Corporation (CIC) and the Philippine Reclamation Authority (PRA).

    “We appreciate the government’s affirmation to honor its contractual obligations with the Private Investors and Toll Operators,” CAVITEX management said.

    “While the rate adjustments are necessary to ensure continued maintenance, safety, and improvement of the expressway, we also recognize the need to support sectors most affected by rising transport costs. The toll reprieve initiative seeks to strike a fair balance between infrastructure sustainability and public welfare,” it added.

    The TRB resolution grants the petitions and allows the implementation of provisionally approved rates to help fund ongoing upgrades and maintenance works.

    At the CAVITEX R1 portion (Seaside to Zapote), the new VAT-inclusive toll rates will be:

    • Class 1: from ₱35 to ₱39
    • Class 2: from ₱70 to ₱78
    • Class 3: from ₱104 to ₱117

    For the R1 Extension Segment 4 (Zapote to Kawit), the adjustment will be implemented in two tranches (2025 and 2026). The first tranche rates are:

    • Class 1: from ₱73 to ₱88
    • Class 2: from ₱146 to ₱176
    • Class 3: from ₱219 to ₱264

    Due to the R1 portion adjustment, toll rates at the CAVITEX C5 Link Segment 2 (Sucat Interchange) will also change to:

    • ₱38 (Class 1), ₱76 (Class 2), and ₱114 (Class 3)

    To ease the impact of the increase, the “Abante Program” will be reactivated, allowing registered public utility vehicles (PUVs) and agricultural trucks to continue paying old toll rates for 90 days after implementation.

    CIC and PRA said they had already completed several major projects to improve safety and efficiency, including:

    • Replacement of expansion joints at Parañaque Segment Bridges and the Imus Viaduct
    • Upgraded RFID systems and installation of Automatic License Plate Recognition (ALPR) technology
    • Ongoing pavement rehabilitation in key segments of the expressway

    CIC and PRA reaffirmed their commitment to providing safe, reliable, and efficient expressways that support economic growth and regional connectivity.
