    Marcos names Charlito Mendoza as new BIR chief

    President Ferdinand R. Marcos Jr. has appointed Finance Undersecretary Charlito Martin Mendoza as the new commissioner of the Bureau of Internal Revenue (BIR), replacing Romeo Lumagui Jr., who led the agency for three years.

    Presidential Communications Office Acting Secretary Dave Gomez confirmed Mendoza’s appointment on Wednesday but did not disclose the reason for Lumagui’s exit, according to a Philippine News Agency (PNA) report.

    Before his new role, Mendoza served as Finance undersecretary for the Revenue Operations Group, overseeing the Bureau of Internal Revenue and the Bureau of Customs to help meet the government’s annual collection targets.

    From 2019 to 2022, he was the district collector of the Bureau of Customs Port of Cebu, which achieved record-high revenue collections and became the first customs collection district with ISO 9001:2015-certified main and subports under his leadership.

    A lawyer and licensed geodetic engineer, Mendoza placed third in the 2004 Bar Exams. He earned his law degree from San Beda University and his geodetic engineering degree from the University of the Philippines. Before joining government service, he practiced law and taught as a professor and bar lecturer.
