The Civil Aeronautics Board (CAB) has kept fuel surcharges for both domestic and international flights at Level 4 for the fifth straight month, covering the period December 1 to 31.
Under Level 4, passengers on domestic flights will continue to pay a fuel surcharge ranging from ₱117 to ₱342, depending on distance. For international flights, the surcharge will remain between ₱385.70 and ₱2,867.82.
Cargo surcharges are also unchanged. Airlines may charge ₱0.60 to ₱1.76 per kilo for domestic cargo and ₱1.98 to ₱14.74 per kilo for international cargo.
CAB reminded airlines that they must apply to impose fuel surcharges and cannot exceed the approved rates. The surcharge is an optional fee meant to help carriers offset higher fuel costs.
The decision comes as global jet fuel prices average $97.87 per barrel as of November 14, 2025, slightly 1.4% lower than the same period last year, according to the International Air Transport Association (IATA).
