The Razon Group announced major leadership changes across its water and power units following Prime Infrastructure’s ₱50-billion acquisition of natural gas assets from First Gen.
Prime Infrastructure said Manila Water president and CEO Jose Victor Emmanuel de Dios will retire at the end of 2025. He will then take over as president and CEO of Prime CoreGen, the unit managing the newly acquired gas portfolio, starting 2026.
Manila Water’s chief administrative officer and international COO Roberto Jose Locsin will be promoted to president and CEO next year.
Prime Infra CEO Guillaume Lucci said the shake-up is meant to strengthen operations across its water and gas businesses.
De Dios previously served as Energy undersecretary, created the Natural Gas Office, and held senior roles in PNOC-EC, Nido Petroleum, and GE Philippines. Locsin earlier oversaw Manila Water’s global expansion and formerly led terminal operations under ICTSI.
Prime Infra now holds a 60 percent controlling stake in several Batangas-based natural gas power plants—including the 1,000 MW Santa Rita, 500 MW San Lorenzo, 450 MW San Gabriel, 97 MW Avion, and the proposed 1,200 MW Santa Maria. First Gen retains 40 percent.
The company also controls 60 percent of the Batangas offshore LNG terminal, with First Gen holding 20 percent and Tokyo Gas owning the remaining 20 percent.
