The Philippine Securities and Exchange Commission (SEC) and Cambodia’s Securities and Exchange Regulator (SERC) have signed a new cooperation deal aimed at strengthening and modernizing their capital markets.
During a ceremony in Kuala Lumpur, the two regulators formalized a memorandum of understanding that focuses on information sharing, closer coordination, and joint efforts to improve regulatory standards. The agreement also includes programs to strengthen institutional capacity and enhance training for finance professionals in both countries.
SEC chairman Francis E. Lim said the partnership will support collaboration in market supervision, enforcement, sustainable finance, fintech, and digitalization. He noted that the goal is to improve investor protection, maintain market integrity, and support responsible innovation—efforts aligned with ASEAN’s push for fair and resilient financial markets.
SERC director general Sou Socheat called the deal a milestone, saying it reflects the shared belief that cooperation leads to stronger markets. He added that the initiative aims to build investor confidence and help advance financial integration across the region.
