The Department of Energy (DOE) says two of three priority ports identified for offshore wind (OSW) development could be ready for use by early 2027.
Energy Undersecretary Giovanni Bacordo said the Philippine Ports Authority (PPA) has tagged the ports of Pambujan in Camarines Norte, Sta. Clara in Batangas, and Currimao in Ilocos Norte as priority sites for redevelopment.
According to Bacordo, the PPA aims to make Pambujan and Sta. Clara operational for OSW projects by the first quarter of 2027. Pambujan’s redevelopment—estimated to cost about ₱4.8 billion—has already released terms of reference, with bidding expected to open in December. Sta. Clara, meanwhile, will be developed through a public-private partnership led by the PPP Center and PPA.
Currimao remains a priority site but has no firm completion timeline.
Bacordo said the DOE is working closely with the PPA, the Department of Transportation, the PPP Center, and private developers, noting that the DOE will determine port-use priorities once facilities are ready.
The DOE recently launched an offshore wind guidebook to streamline permitting for developers. The Philippines has an estimated 178,000 MW in OSW potential, with 92 service contracts awarded representing over 65,000 MW. As of September 2025, the country has 427 MW of installed wind power capacity—all from onshore projects.
