    ERC sets reserve price for offshore wind auction

    The Energy Regulatory Commission (ERC) has set the preliminary reserve price for the fifth round of the Green Energy Auction (GEA5) at P10.3859 per kilowatt-hour for fixed-bottom offshore wind projects.

    The ERC said comments on the proposed price may be submitted until December 19, 2025. Public consultations will be held in Luzon on January 5, 2026, and in Visayas and Mindanao on January 6, 2026. The commission is scheduled to decide on the final price on January 14, 2026.

    Under the GEA system, renewable energy developers compete by offering power prices that are equal to or lower than the reserve price set by the ERC. The Department of Energy (DOE) has designated GEA5 exclusively for fixed-bottom offshore wind projects that must be completed between 2028 and 2030.

    The DOE is offering 3,300 megawatts (MW) of capacity in this auction round. Projects will have a 20-year power supply period, along with rules on port access, grid connection, timelines, and penalties for delays. Allowances for force majeure and infrastructure-related delays will be subject to DOE approval.

    ERC chairman Francis Saturnino Juan said the offshore wind auction is a major step toward meeting the Philippine Energy Plan, noting that offshore wind technology has an estimated potential of more than 68,000 MW nationwide.

    The DOE said winning bidders will receive priority processing for grid connection studies, port scheduling, and related permits. The agency is also using a coordinated milestone system to align government preparations for ports and transmission with project development.

    As of end-September 2025, the Philippines has 427 MW of installed on-grid wind capacity, accounting for 1.3 percent of the country’s power mix. All existing wind projects are currently onshore.
