    Developers get housing compliance deadline extension 

    Private developers were granted additional time to comply with the government’s Balanced Housing Development Program, easing pressure on the property sector amid lingering economic and climate-related disruptions.

    The Department of Human Settlements and Urban Development said the deadline for compliance with Republic Act 10884 has been extended by 3 months to March 31 next year, based on a memorandum issued by Secretary Ramon Aliling.

    RA 10884 requires developers of residential subdivisions and condominium projects to allocate a portion of their developments to socialized housing. Developers may comply by building units on-site—15 percent for subdivisions and 5 percent for condominiums—or through approved alternative compliance schemes.

    Aliling said the extension reflects the government’s recognition of “current economic reverses” and the limited recovery time following recent typhoons, earthquakes, and other fortuitous events. The memorandum added that ancillary sanctions for non-compliance would remain suspended until the new deadline, described as the final extension.

    The move is also expected to support the momentum of the Pambansang Pabahay para sa Pilipino, or 4PH, Program. Under the Expanded 4PH, all socialized housing projects, whether subdivision or condominium, fall within the program’s coverage.

    DHSUD officials earlier uncovered cases of non-compliance during the July rollout of the agency’s Zero Backlog Program, which reviewed pending regulatory issues. The initiative was led by Supervising Senior Undersecretary Sharon Faith Paquiz.

    “Private developers are our partners in nation-building,” Aliling said, urging firms to continue construction and accelerate socialized housing projects. He added that sustained private sector participation would help boost economic growth while addressing the country’s housing gap.

    The extension gives companies planning certainty, improves cash flow management, and aligns public housing goals with market realities facing developers, lenders, contractors, workers, and homebuyers.
