Philippines Fiber Optic Cable Network Ltd., Inc. (PFOCN) has secured a Green Lane Certificate from the Board of Investments (BOI), accelerating its P49.56-billion Phase 2 nationwide fiber optic expansion and underscoring government support for large-scale digital infrastructure.
PFOCN, a subsidiary of Singapore-based HyalRoute Communication Group Ltd, said the Green Lane status will fast-track permits and approvals through expedited inter-agency coordination. The program is reserved for high-impact, strategic investments aligned with national development priorities, particularly in connectivity and digital transformation.
The BOI described the project as a major milestone for the Philippines, involving a billion-peso-scale investment with a five-year construction timeline running from 2024 to 2029. PFOCN is currently the country’s only independent fiber optic cable infrastructure operator.
Phase 2 will see the rollout of around 20,000 route-kilometers of metropolitan fiber optic network across the country. This is part of a broader three-phase plan to deploy approximately 60,000 route-kilometers of fiber infrastructure nationwide. The second phase focuses on reinforcing urban connectivity, building on the national backbone established in Phase 1 and laying the groundwork for the access network to be developed in Phase 3.
The Green Lane Certificate also assures PFOCN of continued government assistance at every stage of the investment process, from permitting to implementation, helping reduce bottlenecks that typically slow down large infrastructure projects.
The expansion forms part of PFOCN’s multi-billion-peso investment program covering the installation, operation, and maintenance of nationwide telecommunications infrastructure. This includes backbone and access fiber optic cables, telecom equipment hosting services, and related network components.
HyalRoute Communication brings more than two decades of experience in fiber optic cable investments, construction, and operations, particularly in underground networks.
PFOCN said it welcomes the BOI recognition and looks forward to closer collaboration with the government as it expands next-generation connectivity nationwide. Its high-capacity national backbone already links cities, regions, and data centers through partnerships with major industry players such as PLDT, Globe, and DITO.
